To amend the Employee Retirement Income Security Act of 1974 to provide that such Act does not preempt certain State laws.

Official

Amends the Employee Retirement Income Security Act of 1974 (ERISA) to provide that title I (Protection of Employee Benefit Rights) does not preempt any State law which provides for: (1) the payment of prevailing wages; (2) standards or other requirements relating to apprenticeship or other training programs; or (3) liens, bonding, or other security to collect delinquent contributions to a multiemployer plan (except that such plan must provide notice to any person so obligated).
