Disapproves the extension with respect to Vietnam (as recommended by the President to Congress on May 29, 2003) of the President's authority under the Trade Act of 1974 to waive a nonmarket economy country's ineligibility to receive nondiscriminatory treatment (normal trade relations) and credit extensions because of restrictions on freedom to emigrate.
