Amends the Temporary Extended Unemployment Compensation Act of 2002 (TEUCA) to extend the TEUC program through weeks of unemployment ending before April 1, 2003. Sets an alternative trigger, based on total unemployment rate, for TEUC second-tier extended benefit periods for high unemployment States.
