Investment Disclosure Act of 2003 - Declares that any disclosure required by the Securities and Exchange Commission concerning the sale of securities by an officer or director of the issuer of such securities shall be made available in electronic form to the SEC and to the public, including upon the issuer's internal website if the corporate website is only available internally.
