Responsibility in Federal Contracts Act - Prohibits the Federal Government from contracting with companies that have failed to certify the most recent periodic financial report required under the Sarbanes-Oxley Act of 2002 that is due before the contract award date. States the period of prohibition shall remain in effect for one year beginning on the date that the most recent periodic report was due. Requires the Securities and Exchange Commission to make available to the public on a quarterly basis a list of companies that have failed to make such certification.
