Establishes in the legislative branch the Independent Commission on the 2004 Coup d'Etat in the Republic of Haiti. Directs the Commission to examine the U.S. government's role in the February 2004 coup d'etat in the Republic of Haiti. Terminates the Commission 60 days after submission of its final report to Congress and the President.
